The off-duty NYPD officer who fatally shot Delrawn Small during a road rage incident July 4 has been placed on modified duty, CBS New York reports.

It had been previously reported that the officer, identified as Wayne Isaacs, shot and killed Small after Small got out of his vehicle and punched Isaacs repeatedly in the head, prompting Isaacs to discharge his service weapon. Isaacs was treated for bumps and bruises on his face and head, authorities said.
However, surveillance video has come out, showing that Small was shot almost instantly after reaching Isaacs' vehicle.
Isaacs has since been stripped of his badge and gun and placed on desk duty.
“It’s much, much too early to draw any conclusions at this time,” Police Commissioner Bill Bratton said. “It is a protocol that our Force Investigation Division will do a very comprehensive initial investigation. We’re gathering a lot of video from the area, cameras that we were able to identify. We have talked with the officer.”
New York State Attorney General Eric Schneiderman is leading the investigation, CBS New York notes. And Small's family is demanding a full investigation.
“His wife was in the car with him. His two kids were there,” Small's brother, Victor Dempsey, said. “They were going to see fireworks up by whatever park is in the neighborhood.
“It has to stop. It’s not right that they just get a gun and a badge and they can do what they want to do,” he added.
