According to the Charlotte Observer, Russell Hinson, 56, shot 16-year-old Felicia Houston through the chest with a razor-tipped arrow as she walked down the sidewalk with her two cousins.

Hinson was convicted in 1993 and was sentenced to life in prison after an all-white jury was deadlocked on whether he should get the death penalty. On Tuesday the state Department of Public Safety denied Hinsonโ€™s parole.
